#7 Move rules to wiki articles

This comes with a few challenges

  • There may not be wiki bbcode to create some of the parts of the rules pages
    • The table for required ratio and the link headings to individual upload rules come to mind
  • The [rule] bbcode will have to link to a wiki page instead of rules.php, or rules.php will have to redirect to the wiki page
